Nowadays, almost all of institutions both public or private sector have utilized the development of information technology to increase an organization management and performace, and one of them is web-based information system that afford to provide high quality information, precise, quick, accurate, and suitable for the management needs, and also can be accessed by all. As an public institution that serves people, Dinas Pekerjaan Umum (PU) Kabupaten needs an information system to improve this institution’s performance. System development methodology is used in developing this application is Waterfall Method, consist of system engineering, analysing, designing, recoding, trial and error, and maintenance. Unified Modelling Language (UML) notation is used System analysis and design use, whereas Java 5.0 version programming language, and the supported technologies are framework Struts 2.0, Jasper Report for the report application. This application is developed using MVC design pattern that separate objects based on its function, that are model, view, and controller.bjects perate ication. This application e ngng,  The advantage of this application is the easiness for redevelop, due to MVC design which separate “data access and business logic” from “layout and oser interaction”, and its magnificent ability in scalability.
