Strategic alteration which is performed by the ministry of national education concerning the strategic planning of higher education 2003-2010 causes direct consequences to the vision and mission, the output target, the organization management and the standardization at all aspects. One of the most important things that should be perceived is the standardization of library quality. The aim of that strategic planning is related to the education quality of university that all alumni must have competency and ability to accomplish their certain occupations smartly and responsibly as a requirement to be regarded highly by the society. One of indicators to assess the quality standard of library is the contribution of library to form learning society at university. This short paper will elucidate several concepts to create learning society at university through library.ifa.
