Indonesia has enacted the law no. 23 year 2002 about child protection that covers child rights and obligations within education field. The enactment of the law has implications on child protection in every aspects of life. This paper discusses rights, obligations, mechanism of rewards and punishments within the school's regulations in relation to the law's implementation. The research takes place in Ponorogo regency. In addition, the research also tries to explore the factors that lead to conflict and its effects on teachers as professionals. In terms of rights, the study shows that the schools regulations have not fully implemented the law on child protection and the law on teachers as professionals. In terms of obligations, the school's regulations tend to put the stress on students too much and this is not in accordance with the law. In term of sanctions, the law also fails to adopt the law's principle and sets the heaviest sanction as returning the students to the parents...ifa.
