Juxtaposing the portrait of non-governmental group [NGO] versus ZIS [zakat, infaq, dan shadaqah collectors, this paper reveals the contrast of the financial situation between these two links of fhilantrophy in Indonesia. The contrast can be seen in the overflow of support for the philantropic programs managed by ZIS collectors, on the one hand, and the critical financial condition of NGOs, which have relied on foreign donors and experinced financial dryness lately, on the other. The contrast has posed a challenge to create a bridge that can lead to synergy and productive social works between the two kinds of organizations. This challenge can be responded productively through the development of a discourse on the reinterpretation of ZISWAF [zakat, infaq, shadaqah, and waqf] utilization as well as on moving NGOs toward self-reliance.he.
